Must have Doctors signature (no online certificate).

YAY!
If I were King of the World I would also require the doctor to meet the animal and visit/onserve the home situation, just like knowing what drug to prescribe, they ahould know the animal they are prescribing.

This might actually help if it passes. It basically specifies that the person that writes the letter must be a "health care practitioner that you’re already seeing for other things."
Now, how they define those "other things" will be interesting. But if it can help stop the internet-based "doctors" that write letters to everyone -- which is the main point of this bill -- then it might actually work out.
We shall see. :)

Florida can't say no ESA, but the states are allowed to say who practices medicine in their state. So they should be able to say who is qualified to issue health care prescriptions (which is what the ESA letter is: it's a prescription) --98.146.xxx.xxx |
