A neighbor tenant complained a tenant with two german sheppards. I text the tenant about it. He said they are service animals from his visiting daughter. The daughter is staying in hotels. He even copied something his right like: Law prohibit discrimination..., Landlord must allow....,

I said the service animal has to behavior. Why do not they go with the daughter to the hotel? This is no way for landlord have any control because bad tenants complained their pets are service animal or ESA.

Tell them there is still a Process to follow. You need information. And he should have notified you. You need the dog's names, medical papers, vet names, service papers. They didn't follow the process. Did Missouri just pass some law about fake papers being fraud? Anyone know? --99.203.xx.xxx

No, you don't need any information. Those are not his service animals. And she apparently doesn't even need them. They should be with her. He has no right to have those animals in your property...especially barking animals, disturbing other tenants. This should be common sense. All you need to be concerned with at this point is that they are barking dogs...Do what you would do with any tenant that had unauthorized barking dogs causing the neighbors to complain. Give him written notice that either they go or he goes! --24.20.xxx.xxx

Get a manager who will follow existing rules, your existing manager is unable to do this. Lease should state no animals without written approval, including pet sitting, follow the rules given to you in previous posts by people from your state.

IF they are indeed service animals, they stay with HER.

Law must allow HER to have HER service animals. Law does not require you to board them while she is staying at a motel that does not allow pets... that's how you know they are not service animals.

But you know that no one has two German Shepherds as service animals.

The dogs can be in your house while the handicapped daughter is in your house, even visiting.

The dogs can not be in your house if the handicapped daughter is not there.

Service animals get to be with their handicapped owner, no matter where that is. They do not have freedom to be anywhere at all without their owner. The dogs only have rights while they are working their service animal job. The dogs don't have special rights while they are on dog vacation and away from their job.

Send a written notice that the dogs are disturbing the peace and must be stopped from barking and disturbing the neighbors and that the dogs can only be on the property while the dog's disabled owner is on the property and not at other times. --98.146.xxx.xxx

Now it's an ESA??? He's full of crap. He doesn't know what it is. You don't care. In my state, it is a 10 Day notice for an unauthorized animal. Check your state. Then issue the notice.

CJ, do not get into a back in forth discussion about the validity of whether they are a true service or ESA animals. And please stop communicating with wording like the following: "I told him that anyone can buy the registration online and we do not take them." Such discussion will just complicate things and even make things worse for you.

In fact, avoid all verbal discussions if at all possible. Send out WRITTEN notice as suggested above: "Send a written notice that the dogs are disturbing the peace and must be stopped from barking and disturbing the neighbors and that the dogs can only be on the property while the dog's disabled owner is on the property and not at other times."

If dogs continue to disturb neighbors and remain on the property without the daughter, follow whatever is the legal procedure for your state for notifying the renter that they are in violation of the lease and the process (time table) to correct it or quit. --72.214.xx.xxx

This person just like to argue. He argued that he has no dog and the visit dog is not barking and the neighbor are liars.
