If the electrical box is grounded then it is matter of replacing with three prong outlets. A lot depends if one handy where can view videos on You Tube on how to change. Be sure there is no power when changing out outlet. If the box is not ground then can run grounds to water pipe or main electrical box. Ground is usually a bare wire. The purpose of a ground where if the power side of a device touches metal part the breaker will trip or fuse will open preventing electrical shock. --147.194.xxx.xx |

The only LEGAL way to replace a two pronged outlet with a 3 pronged is to ensure the outlet is gfci protected (either by using a gfci outlet or breaker). It will comply with the NEC, so their inspectors wouldn’t have a leg to stand on. --73.177.xxx.xx |

NE: Do you have any Sec8 rentals? We've had two -- and the inspectors absolutely check every plug for proper polarity and ground. To suggest that no one will notice -- in a Section 8 rental -- is simply bad advice.
It's also unsafe.
Note that, in our within-the-city-limits rentals, we have to get rental licenses and the local fire department does the code checks -- and they also check every plug. So, it isn't just a Section 8 thing even.

Correct -- it will not trip using the GFCI tester.
It will indicate that there is not a proper ground. Bad inspectors will say this is a problem -- and then you need to politely explain to them that they don't understand the code and don't know what they are doing. :)
They also have to be labeled as "GFCI protected / No Equipment ground".

Never dealt with Sec 8. No doubt they have many inspectors who are not knowledgeable about electrical codes. Also note the same often is true when fire department people are speaking about the cause of a particular fire.
But it is entirely possible that Sec 8 could have requirements that go beyond the electrical codes. The NEC is a minimum code and other authorities could have more stringent requirements-- as does the city of Chicago, for example. --66.44.xxx.xxx |

David: Indeed. Exactly what I was referring to. So many "inspectors" really have no idea. They do the same thing every time (stick tester in plug, push button, look at lights) and have no idea what the code actually states. I've had "seriously discussions" with one who argued that everything absolutely had to be grounded if there were 3 prongs no matter what. He also argued that a GFCI would NOT WORK without a ground. And he tried to "prove" his argument with his tester. He clearly didn't understand code, how GFCIs work, or how his tester worked.
And note that this is not at all just a Sec8 problem. Again, my local city rental licensing requires the same thing just to get a license to have a rental. Has nothing to do with Sec8 at all.

I have done a few rehabs at this point. One rehab had a fuse panel and two prong outlets. We upgraded the service and installed new wiring in 80 percent of the home. This rehab had metal conduit, but no ground and thus two prong outlets. The rooms we didn’t gut received three prong outlets pigtailed to the outlet box. This counted as a ground per electrical standards and was inspected and certificate issued. I don’t recall the proper name for the wiring. --107.242.xxx.x |
