To to select an applicant:
Fair Housing Council & HUD, wrote, 2010, to clarify the process, in part:
'Although we recommend that landlords accept the first qualified applicant', ‘fair housing law does not define qualified and does not require the landlord accept the first person.’
'Landlords are allowed to adopt whatever method (criteria) of picking a qualified applicant.'.... (as long as it is not discriminatory and it is used for all. 'Landlords have the liberty of accepting applications' and 'screening through them for the one they choose’.

What makes them undesirable? If it is a legally allowable criteria, you should add it to your formal list of qualifications, and thus they would not qualify. If it is not a legally allowable criteria, you should consider talking to an attorney to make sure you don't break the law. --71.233.xxx.xx |

The reason for someone to be undesirable is financial which means they can't pay. Or they have a dog that is too big for the place or you don't want dogs. Or they smoke and you don't want smokers. Pretty much any other problem is not a problem. Can you be more specific. --73.178.xxx.xx |

I have one tenant who I accepted because he qualified on all of my criteria. The gentleman in question is obnoxious, verbally combative and very racially sensitive. However, so long as he pays his rent on time every month (and otherwise complies with the lease), he is welcome to be my tenant. I don't look for friends, only for customers.

If you were renting in Seattle you would be in trouble.
Most places you would likely be alright...unless they are in a protected class. If this is the case and you were to deny them even though they meet your minimum qualifications you could be held liable for damages/fines. --24.20.xxx.xxx |

Better screening, but have a written plan on what is minimum expectations. Felony arrests, prior evictions, utility shutoffs, vaping or smoking now not allowed in HUD funded property and mine too. What you will find is many are not ready for primetime rentals bringing tow truck dogs, spare rusty hot rod cars to spoil that scenic view in the area prior to the arrival - in home visit shows in about 30 seconds to 2 minutes what your place will look like in 2 weeks. --76.188.xxx.xx |

If your criteria lets in undesirable tenants, you need to tighten up your written criteria.
Every undesirable trait of tenants should be right there in your written criteria.... except, of course, protected class items. Sorry, you can't have "more than three kids", or "comes from Uzbekistan" in your criteria.
But you can put all sorts of stuff. My written criteria says that an applicant offering to rehome their pet is an automatic rejection. That's perfectly legal, and believe me, I do reject for that. --174.216.x.xx |

As a business, you can choose not to do business with any person as long as it is not a protected class and it is enforced universally. If you don't like people with red socks, you can reject all applicants with red socks. I would write down a better adjective for "undesirable tenants" to use in your screening criteria: polite, cleanly, cooperative, etc. --50.77.xxx.xxx |
