I have a 3 family since 2009. I kept getting letters for a rental registry for 3 family or greater with inspections. I finally applied for rental registry Inspector no showed the first time, now he cancelled again claiming that place should have reverted back to 1 family, that they have no record of it ever being 3 family.

My proprty tax records say 3 family , and its probably always been a 3 unit. They said i have to prove to them that it is and always was 3 unit. Doesnt sound right that burden of proof is on me. --108.176.xxx.xxx

Tell them to go to the assessment office. Little boro's and townships aren't going to have a database greater than the assessors. If it's a 3 unit at the assessors, tell them you consider the conversation over. --50.107.xxx.xxx

I would get prepared but not do anything till they pushed it.I have had this some thing come up but then never hear about it again.Call the power company and ask if they can tell you how long it has had 3 separate meters,the assessor may be able to help --72.231.xxx.xxx

I know I once had a gravel driveway, that had a lot of grass growing on it. Inspector said that they had no record of a driveway being there. He told me to apply to zoning. The woman next door had lived there since 1930. She just died this year at 102 years old. She said to me that there had always been a driveway there, and used to be a garage there. Makes me wonder if Zoning can make burden of proof mine. --108.176.xxx.xxx

I purchased a small home and added a master suit with a side entrance. I rented to a family with two actor children. When the son turned 18, his parents demanded he pay half the rent, he was making the most money. So in return for paying half the rent he demanded the master suit. All night long he had "friends" come and go through the side door. So the neighbor reported this was a duplex rented to two families.

The inspector, now this is the City of Los Angeles where anything goes, said, "You have no permits and must tear the 1000 square foot addition down"! The City deliberately misplaced several years worth of records and didn't even bother to look elsewhere for the permits. Not only did I have the permits, but also the certificate of occupancy.

The City began to annoy me tenants. They asked me for the permits. I told them all I needed was access to the records, now banned for non-city employee's. Wasn't going to give them a copy of my paper work, wanted to pull the City records.

So we made it to court. The Hearing Officer asked why haven't I torn down my "illegal" addition? I responded that I was a licensed contractor with 6 trade licenses and a dozen other construction credentials. Such as drafting, surveying, etc. That when I built the addition I paid the fee's, bribes, campaign contributions, re-assessed higher property tax assessments and received the City's blessing and a Certificate of Occupancy.

The judge asked why didn't I produce those records. I told the judge, it matters not what I have to show but what the City can find in their records. On line, in the Van Nuys offices of Building and Safety, in City Hall records division, in the County Tax Assessors office -- all these records can be found -- you only have to look for them. That's not my job, I pay over $100,000 a year in taxes to the City, they should use the money to teach inspectors how to read, know their A, B, C's and how to look up files.

My case was closed within a couple of days after they located my permits....
