We have a long term tenant in a 4 unit apartment bldg,. who is now becoming "a littlle dippy" - his wife says, from Alzheimers.
From my perspective, the only thing odd about him is that, even though we were always quite friendly over many years, he has been occasionally forgetting my name and who I am and the names of several mutual acquaintances in the building.
Meanwhile, the apartment next to his has become available and I am in a real quandary as to what I should legally disclose about his always polite but increasingly forgetful behavior to any prospective new tenants in the building .

I would never bring this up. I never discuss the current residents. If I am asked, I might say a nice older couple. Maybe add they keep to themselves or like to chat. A few words to describe the occupants but nothing in depth. Certainly if the new tenant does not want to live next to kids, they should know there are kids there before hand.
I do offer to introduce the new tenant to the current, in case they want to ask about how I am as a LL or how the neighborhood is. (of course if I had a PITA, I would probably not do that) --108.44.xx.xxx |

In an apartment building I agree it’s not necessary to say anything. We personally had this situation in a single-family home that we purchased and lived in. After purchasing house we were told a neighbor had severe Alzheimer’s but have been a good friend of the family we bought the house from. We were told he did periodically escape and show up at their door. I was appreciative. The first time he showed up, was shocked to find a stranger answering the door, I at least knew where he belonged and was able to walk him back home. --74.140.xxx.xxx |

I would consider that a violation of their privacy and I think they would as well. If I were a prospective tenant and you offered up that kind of personal information about someone I'd never met it would be a red flag for me.
As others have mentioned, it could also be a legal issue.
Having said that if once you have a new tenant and his forgetfulness becomes an issue for other tenants then I do think that you can allude to his "condition" without going into detail. --71.75.xx.xx |

Perhaps you are young and this is your first encounter with dementia. Relax because these folks are EVERYWHERE!
Disclose? No way!
If you new res has half a brain they will figure this out the first time they meet the neighbor. Or his wife will tell them and ask them to watch out for him.
Other than safety issues, this can make for nice relations between neighbors. "We sit with Ol Joe and love his stories! Over and over and over!"
