It is not enough for it to be in the lease and the tenants agree to it. It must be authorized by law.

If I knew what central boiler fees were, I could comment. The usual requirement is that the landlord is responsible for maintaining temperature in the dwelling above some legal minimum as part of rent. So, the landlord can raise the rent to cover his expense, regardless of a boiler, central or otherwise. Repair of the boiler would not be a charge that landlord could pass on to the tenant unless the tenant was responsible for the breakdown that required repair.

We don't have boilers, we have water heaters.

LLs are required to have a working water heater at all time. Even on triple digit days.

However, like Moshe said...you can raise the rent to include water heater repairs/replacement. --99.59.x.xxx
