We have taken up some old old tire that had a black sticky glue on it. What floor prep do you recommend to lay Allure on top of it?

Be VERY wary of old black glue. There's a high probability of it being asbestos based.

I'd put down luan, and make sure the pieces but right up against one another, sand them flat if needed, and fill the joints with leveler if needed. You don't want it to move. --131.151.xx.xx |

I am guessing the floor is otherwise smooth or in good shape.
We always use tar paper. Few pieces of Gorilla duct tape to hold in place. Easy to put down section at a time.
While installing allure helps to be sure the area is clean.
Can run your hand over it to tell the area is clean and smooth.
Can hide some minor imperfections. Sometimes use 2 layers in small areas.
The extra vapor barrier it adds does not hurt.
If a concrete floor with a known moisture problem we use plastic sheathing instead.

I felt it best to take up because there were some pieced missing and parts of pieces. It wouldn't be smooth. The black just is sticky and would probably make laying Allure a nightmare. I think I may try tar paper.

The surface under Allure must be perfect. Every bump will braodcast thru in just a few days or weeks as it relaxes. Then it looks crummy.
If it’s too tough to smooth the subfloor consider either new ceramic or laminate.
Of you use tar paper unde Allure any overlaps will make a lump so lay it carefully. We ise plain paper under laminate because tar paper makes a sticky sound when walking on the laminate.
Maybe thry the foam backed laminates.
