Seems pretty reasonable to me. I mean, personally, I think the kid might need to be a bit older than 5 to really "get it" -- but I think this is a great thing for, say, a 10+ year old. Basically, if they are old enough where you'd give them an allowance like this, then I think it is a need idea to have them pay some expenses out of that.
I like it!
(As far as this particular case, well, each parent knows their child best -- so if this 5 year old "gets it", then so be it.)
