In most areas of the country, it may be illegal for a landlord to turn-off their tenants utilities. SO when I get a new tenant and they sign the lease, provide all of the move-in costs, I tell them the following. Before I give them the keys (close to the 1st of the month), they will have to transfer the utilities over to their name. Why, because when i give them their tenancy (around the 1st), I will order the utilities to be turned off prior to them moving-in. Otherwise they can live forever using the utilities on my dime.
I've had the Health Department, Building and Safety and the Housing Department file charges against me for turning off Utilities on tenants. What happened is that the Utility will wait a few days before turning things off, giving a new tenant the change to open an account and not incur a extra fee for coming to the property and turning on the service, instead of just by computer records.
The City and County looked kind of dumb for not knowing how the system works with "Water and Power", "The Gas Company" and so on.... --47.156.xx.xx |

In my welcome letter I tell the new tenant I will have the utilities turned off on a certain date. It is their responsibility to turn them on in their name. If they fail to do so they won’t have electricity, gas or any water and it’s not my responsibility. --75.22.xx.x |

RENT CONTROLLED PROPERTY
1) the apartment is on a mouth to mouth lease including ladwp. If I(landlord) want to take the ladwp out of my name, what steps can I(landlord) take to legally transfer the ladwp to the tenants name
2) how much can I increase the rent

What is ladwp?
For me i would put in writing from a rent paying date that ladwp is going to be stopped as i am no longer providing that utility. I would provide a date, utility contact, and any inform i had to make it easy for them to transfer.
Not sure about your rent control area. But in my state, verbal lease is month to month any change can happen with written proper notice. Be prepared to follow thru. In this notice id also request that tenant let me know when the request has been done. And id call the utility company after the date for verification that it was done. And id visit the property to see for myself that they had the utility...would not like them living there with out water, gas or electric or trash service. You could tell them that rent is 1200 a month but once they provide you with proof they've transferred the utils, you will reduce the rent to 800.
Make it so that they WANT to get them transferred. And if they don't do it, this higher rent should cover the utility bills they cause (make sure the difference IS high enough to cover and then some).
Then if they don't transfer it and dont pay yhe higher rent, you can evict for non-paymebt of rent.
