If they have been evicted along with moving around every three to four months then more then likely they have substance abuse problem which can be alcohol or illegal drugs. Smoking in a rental complex can create many problems during the summer months where if the windows are open the rental unit below the cigarette smell will travel to the rental unit above. Found one day closed the window then switched on the air conditioner as could not tolerate the cigarette smell. Later on that year she passed away as they do not quit till death.
