Agreed -- but your question is too vague. Do you have specific questions? I think her short answer was actually fairly accurate: I'm sure SOME of the laws are LL friendly -- and SOME of the laws are probably not.
I did some quick Googling and it doesn't look like there are any real Cleveland-specific things to worry about. It looks like just Ohio state law applies there.
Do you know of some Cleveland-specific ordinances? I didn't see much. Just a Cleveland Tenant Organization. I'd recommend you start there:

Following are some examples of landlord friendly States/cities polcies:
3-day notices.
Eviction process complete in three weeks.
Ability to non-renew bad tenants--do not need cause to non-renew.
Ability to evict in winter.
No rent control.
No rental licensing program requirements by City.
No rental inspections required by City.
No green requirements for rentals--“smart regs”.
No limits on security deposit amount.
Generous time period to return deposit, so we can see what the water bill was, and have our damage repair/cost completed before the required date.
No treble damages on deposit.
No interest on security deposits.

Mike, I think you answered your own question. If Cleveland isn't land lord friendly, no one is! Missouri is similar. The only difference is we don't have a 3 day notice requirement...if rent is not paid I can evict the day after it's due (yay!), but on the other hand my City does have a very small yearly fee to register multi-units. It's $10 per property + $1 per unit. So a duplex is $12/year. Too cheap to argue over. --173.19.xx.xxx |

I did not answer my own question. I know nothing about Ohio landlord/tenant law. I know nothing about Cleveland tenant law; 0if I did I would not have asked the question.
my third reply was trying to help the people who for some reason didn't know what a landlord friendly state was, so I provided a few examples.
I was trying to solicit input from an expert on Cleveland/Ohio landlord tenant law, so I know how Cleveland compares to other states/cities.

Unless a landlord has places in many states, including specifically Cleveland and maybe Colorado, I'm not sure anyone would know what you personally considered to be Landlord Friendly laws?
Now that you've spelled out what YOU consider "friendly" maybe a Cleveland landlord can confirm or deny local laws like that.

I have no idea about Cleveland, but the ORC requires a 3 day notice. Then, you file for eviction. Times to get the bums out depends on how backed up the court is.
You have 30 days to give them their SD back and/or an accounting. Treble the amount of SD if you don't and get fined by the court.
If there is a city in Ohio with rent control , I don't know about it.You can refuse to re-up a tenant for any reason, except retaliatory.
You CAN evict in winter.
No limit of the amount of SD, but if it is more than 1 month's rent, you'll need to pay 5% interest.
No green req.
Various cities do have licensing and inspection req's, but others do not.

Doesn't matter to me whether Cleveland landlord law is friendly or not. The nicest thing I can say about it is that it smells and I would never consider buying rental property there. However, I'm from Pittsburgh and might be a little bias.

Well the OH5321 is the state which guides some but not all, then Cle 394 and 396 deal with partials and court timing, friendly? I re-entered after 12 years off and the internet followed shortly afterwards but only in the last 5-6 years did housing court get online, have taken many, many bus trips to get my hands on the docket checking the deadbeats directory. More thanhalf the magistrates are Legal Aid layoffs so they are well versed in gaining community relations taking the tenant by the hand at the owner/manager expense, none of them have knowledge of determining the -cost of business-, even the tenants organization tells owners to wait another month to see if it -gets better-, sorry I have no interest in surrogate parenting, recently the court opened up a mediation department which only prolongs the pain to the owner and extends the moveout party time for the tenant to destroy the place, zero tolorence is what they are doing in high school and college where the students want to be adults - it sounds like a wise way to run the housing business, charity donors are hard to find. --76.188.xxx.xx |
