Are the plugs sealed or are the plugs have screws to connect wires. If there no power then the rental unit is not habitable. If they use candles then there can be a serious fire. --74.220.xxx.xx |

Call power co to inspect your meter,etc. Inquire if you have excessive energy use- more than usual.
If you turn off all your appliances and look at your meter and it's still spinning, could be they are stealing. --107.77.xx.xx |

This does not sound good, sounds like utility tampering which near me is a felony, helped a friend last week after the eviction movers took away most of the stuff/junque and found the gas was tapped into another unit - most of it leaking, for how long? 3 days of unscrewing pipes and then going back to the original meter, gas company said it was unlocked illegally 2 years ago so they removed the meter and locked the underground pipe. --76.188.xxx.xx |

Don't just turn them off , unplug them then check
the meter and see if it is moving. call an electrician
and let them do a little looking around at the meter ect

A tenant of mine had utilities shut off. The town threw him out.
Another property and more than a decade ago, I discovered theft from the meters after some were disconnected.

"Jumping a box" is fairly easy. Look at the meter box and see if the little wire clip has been removed or cut and replaced. In my area, the power company leaves the meter in place and puts little plastic sleeves on the meter post to stop the power. It only takes a sec for someone to cut the "lock" and remove the sleeves. I have also seen where someone has used shortened jumper cables to "jump the box". I also had a meter stolen from an empty house once. The power company said it was a common thing for people who have had their power cut off (and their meter removed)to steal them from vacant properties and use on their own home. They said it would turn up nearby at someone's house that recently had their power turned off.
I would also like to mention that it is fairly easy to tap into a power source if you have a shared crawlspace or possibly an outside outlet.
Just a few thoughts.

TONY NJ that was so politically correct--"diversion of utilities" kind of like "misappropriation of funds".
It's called theft of services and in most cases is a felony.

Purchased a 2 unit a few years back that had "separate utilities".
It did have two meters for electric HOWEVER - the one panel box apparently only had a few things truly connected from the one apartment on it and the other one had the rest along with the second apartment.
Didn't know until the downstairs tenant left and we shut the panel off to do some repairs and "still had power" in the apartment. --69.201.xx.xxx |
