If you mean pass along a fine from the town / city for litter at a SFD then I would. However if it were a multi family it would be tough to do unless the litter was identifiable to a particular tenant.

The bad news is you're not a civil authority like the police or an elected municipal official like City Govt, so the word "FINE" needs to disappear from your vocabulary.

The good news is you are a business person who has the right to keep your properties clean, so you can certainly charge a "FEE" to cover your cost of having someone clean up after slobs who litter.

The difference between a fine and a fee is a fine is levied by governing authorities and may or may not relate to actual losses. Take a speeding ticket, for example. Does anyone lose any money or are there any damages when someone is speeding? Usually no. But the police can still issue you a ticket and you must pay the fine. A fee is directly related to goods or services provided to someone with or without their direct consent. When one of your tenants chooses to litter, they choose to let you hire someone to clean up after them and there is a cost involved. Make sense?

Here in GA our county we have a dept called code enforcement. They are part of the police dept and can (and do) write citations. Every LL should have there number (not my county but your own)-- we call them constantly because we do have a business presence in the neighborhood. I have to say they are very proactive. If you don't clean it up they send the prisoners and bill the owner. They are great. --74.184.xxx.xx

I am assuming you want to fine residents for liter on the property.

I met someone who manages college rentals and they do. she said they make a fortune picking up cigarette butts, coffee cups, etc. can't remember if they gave notice or if they just did it. Not sure how their payment works but mom and dad end up paying most times through some type auto pay of the student's account. check student housing web sites --72.95.xx.xx

I do. I have a clause in my lease that states they are responsible for all fines incurred for any city or HOA violations made by them. That includes trash bins left out past the 24 hour limit, not picking up after their pet, lawn being overgrown etc. --75.181.xxx.xx
