Simple.. ask the HOA.. to send you tenants responsibilities and make that an addendum to the agreement, and add a clause in the agreement that outlines and directs tenants and binds them to those items or clauses...

Are you wanting to add something to your lease?
If the tenant lives there, on the campus of the HOA they should be bound to the rules of the association, Just like you are as property owner.

I include a two page summary of all HOA rules for every guest who stays at one of my condos. No excuse for not following the rules.

I have a condo rental in a community with a strong HOA. I added the following to my application, so they know before they even apply that this will be the case:
I understand that I will be required to live by the covenants, rules and regulations of the Golden Pines Home Owners Association (HOA). These rules will be provided in writing upon signing of the lease, but will be provided (in PDF format, through email) at any time upon request.
Then, in the lease itself is this clause:
HOA rules: Tenant must comply with Rules and Regulations of the Golden Pines Homeowners Association. Rules will be provided in writing, and are available online. Tenant will reimburse Landlord for any fines or other charges assessed against Landlord for violations by Tenant of any Homeowners Association rule or restrictive covenant.
