David,

Great justification for an Early Release Fee.

Or have them pay a fee plus the re-leasing commission.

I've always thought a leasing commission or fee should be spread over the first several months of a new lease, based on them finding a person who STAYS and PAYS - motivation to find long termers rather than just filling a vacancy.

Paying full commission each time could encourage the agent to find short term leasees, making opportunity for repeated commissions.
