State Specific Question About: CALIFORNIA (CA)
Code enforcement has been intrusive to my rental, making costly demands, i.e., every four years they want my home repainted, if they see a stain on carpet, they want me to change entire home, never mind the fact that tenants - with multiple kids love the home - and understand why the city is intruding on them, they've been with me for a few years in this city and never had experienced this intrusion ... I made a majority of repairs .... now city posted a document on their citing a different owner's name and now I'm faced with losing good paying tenants for this harrassment (their feelings) and now they are questioning if I still own the home! --47.146.x.xxx |

There is a video on you tube how the city of Los Angeles harasses tenants by doing inspections. In Canada the worst slumlord is the government housing authority where the building inspectors ignore tenants requests for a inspection. What this is about is they believe in some sort of socialist utopia where they want to drive out the private rental housing providers. Los Angeles has a very serious homeless problem there is a reason why this happens. Go down by the bus station then see what the reality is. If they did that to the homeowners they would kicked out the next election for sure. In the Us they call them the projects. Here the government housing authority is exempt from rent control. Unfortunately socialism is a great ideal but never works. In March was in Cuba where one sees how the system works. Have been to Cuba many times including when the former Soviet Union existed. One day the Russians left where suddenly it is like the spoon feeding is over forever. Finally if it was not for the private rental housing providers there would be a huge homeless problem. Rental housing providers employ local people not in some third world country where they work for a dollar a day. In Ontario rental housing is 18.6 billion dollar industry larger then agriculture, aero space and arts entertainment. --74.220.xxx.xxx |

Sorry OP can't help you, all I can do is gloat. So glad we left that horrible state.
I had them illegally enter my home once because we installed a door closing the stairs off to keep the downstairs heat downstairs and it was visible from the sidewalk. This was before I surrounded the house with a 6-8' wall with cameras and alarms.

Way back in 2002, I challenged my City's Code Enforcement program. They were making major mistakes. As a long term professional landlord/manager/owner and contractor, I had many valid complaints and ways to fix things.
After making a serious effort to correct the Code Enforcement blunders, after a meeting with the City -- they agreed to do things correctly as I suggested.
Then comes time to do a "FIRST INSPECTION", they change the inspector and "LABEL IT A SECOND INSPECTION" and will charge me $250 for each additional inspection until I pass it.
Then when I complain, the City then sends me notice that they are inspecting more of my apartment buildings within the same time frame.
Instead of having to pass inspection on 8 units, now I have to pass over 50 units within the next 30 to 60 days. Being that the weather was 100 degrees for almost a month, tenants didn't and couldn't cooperate due to the heat.
Going against the City and standing up for my right cost me dearly. Time, Money an my health. This is one reason that I didn't take Moshe up on this Grand Jury offer -- I would pay dearly.....
So chose your battles. Even though I was right, being a contractor with several specialty class licenses, the City does what's good for their pocket book only, not for the welfare of tenants or owners.

First, assure the tenants that you own the property and you have no idea why this other name is there.
Next, is code enforcement showing up at the door and demanding entry of an occupied home for an inspection without the occupant having called them? On what grounds? Do they demand to inspect owner-occupant places as well?

If the cities started inspecting all the owner occupied houses next election they would thrown out for sure. They are disturbing the peace and enjoyment of the tenants based upon some sort of stupid ideology they do not believe in private sector rental housing providers. The city should start to inspect the government owned rental units then they could set a example. Here the worst slumlord are the government owned rental units. There are many videos on You Tube about those random inspections. You can see how they disturb the tenants. No wonder why they have such a large homeless problem in Los Angeles. Most rental housing providers often fix a problem the same day in rental unit if the problem can be fixed that day. --74.220.xxx.xx |
