So i have lived in my house for over 5yrs.I jave always ONLY paid for the sewer.My landlord and his long time girlfriend that owned the property together seperated.She usually did all the paper work,so now he hasnt paid his part which is the water but i paid my part which is the sewer and just got a shut off notice.3months ago i paid the full amount so he owes me money as well.What do i do? --172.58.xxx.xxx |

She probably did all the work and now that she's gone, he's letting things slip through the cracks. I'd let him know the situation, show the bill and your payment and ask for a refund. Give him a chance to fix the problem.
If he doesn't fix it, I assume since you've been there 5 yrs you're on a month to month lease. I'd give 30-day notice to leave (or as stated in your lease) unless he pays you what he owes and continues paying. If he doesn't remedy the situation, it will only get worse and he needs to be scared into doing his job. Was this arrangement written into the lease? --99.125.xxx.xxx |

If you are principal user of the water use then you should be responsible for the water,sewage charges unless someone else is using the water. Here over the last five years there has been significant increases in the water and sewage charges. In the one apartment building where the heat is included the water, sewage charges exceeds the annual cost of natural gas which has 13 per cent tax as well. The natural gas is used for the heating, hot water and the natural gas coin dryers. If it would be possible then meter out each individual apartment then lower the rent then let the tenants pay for water, sewage charges. What does your lease say? If it is written in your lease, that you only pay the sewer portion, try to renegotiate the rent to an amount that is lower by the same amount of the water bill and have you take on being responsible for water and sewer. --73.114.xx.xxx |

Still Learning (NH) and others, I havenot explored each of the 88 counties in OH but in the 12-18 I have worked in there is no fixed sewer/water rates or utility cost for this, just a HUD guideline that sec8 uses and for several years was used by owners as the max amount metered the overage became the tenant portion to pay - when the EPA fees were rolled onto the basic cost platform sec8 said no more water/sewer bill paid by tenant.
Wanting to keep my standing as providing good housing which would pass the HQS inspections in the community I had an inspection where the city had the water off but the pipes were filled previously, I had a 5 gallon pail of water for each drain near the rooms with drains (laundry, kitchen, each vanity, toilet and bathtub), the inspector went thru the house with electrical testors, and everything mechanically was sound but when time came for testing water fixtures to verify leak-free drains he stumbled around telling me the detail of this segment of the inspection - I asked him to look below each sink as I poured the water in at a brisk rate and there no leaks evident there or in the basement below, he left without any comment but the unit failed because the water was not on, I came to the sec8 office (an easy way to lose a day of cycling thru the list of clerks) and asked why the unit failed when the checklist items had passed - I explained the water would be turned on in the tenants name, I provide the pipes but not the product. The inspection manager did not want to talk about this, since this time I have taken some applications but I advise those who apply thru sec8 that the office has changed the rules behind closed doors and the unit is fine but the policy has failed. --76.188.xxx.xxx |

Vee, where i live. Section 8 requires all utilities to be on for inspection. They check for hot water at all the sinks. Maybe for temperature or cleanliness. But all utilities on. Gas, electric, water. I hear you on why, i just do it and try to work turn on in tenants name seamlessly so they dont incure a turn on fee, and me a disconnect fee,,,.
