State Specific Question About: PENNSYLVANIA (PA)

My husband and I own a triplex and the water bill keeps increasing due to tenants overuse or neglect by letting toilets to run. Has anyone had experience with separating the meters for a triplex or would this be cost prohibitive?

I suspect your biggest problem will be at this point that you will put in the money to separate the meters, but still be responsible for the bill (since I assume water is included in the current lease). I would consider one of two options:

1. Replace the toilets so they don't run.

2. Upon renewal, if legal, add something like this to the lease: Landlord will pay water for the building up to $300 (or however much you would consider a "reasonable" amount) and any additional water/sewer charges will be back billed, 1/3rd to each unit. --151.145.xxx.xx

For a triplex it would easy to change out the toilets to the Niagara flapper less toilets then there is no more toilets running as a first step. Within a month or two one should break even then after that get there money back from then on. Before a tenant moves in the shower heads along with all faucet aerators should be changed to low flow. Flapper type toilets are always problems which leak. --74.220.xxx.xxx

Check in with your local water authority. They may require you to shift from one lateral to three. If that is indeed the case, you would be better off keeping it as is.

Have to dye tested the toilets to make sure the flapper are alright? Its a great deal cheaper that new laterals --72.23.xxx.xxx

We use niagra flappers and niagra 2.0 gpm shower heads. It saves about 20% of an average bill and cuts down on the high ones. PS I mention the brand names as we have never had a complaint on the shower head or a flapper leak on these flappers... yet. --75.161.xxx.xxx

Ratio Utility Billing System (RUBS) is becoming a common method of allocating electricity, gas, sewer, trash, and sewer costs in apartments, condominiums, offices, shopping centers and other multi-unit or multifamily properties.

The property’s utility bill cost is distributed to each tenant based on an allocation formula; each tenant is responsible for paying their share under a RUBS. The RUBS formula can include one or a combination of the following or it may include other factors, such as: •

Number of occupants •

Square footage of each unit •

Number of bathrooms •

Number and type of water fixtures •

Number and type of light fixtures •

Number and type of appliances in each unit •

Central heating and cooling in each unit

*For the purpose of this document, we will assume you are “rubbing” water and/or energy but other steps should be taken for other utilities. Each state and municipality sets rules regarding what criteria can be used for RUBS billing.

1 It is not recommended that you base a RUBS formula on square footage alone because it is banned in states like Texas; RUBS based on the number of occupants is used more frequently in San Diego County.

2 The state of Texas has extensive laws on the use of RUBs and it is often referred to as the industry standard. The property owner can set their own RUBS themselves or purchase RUBS software to manage it. Or, owners and managers can contract with a third party like a utility billing service that specializes in RUBS to manage and oversee the program. --68.7.xx.xx
