House or apartment? If it's an apartment, you'll want them out of there asap regardless of fault.

In NJ here, the landlord is held responsible no matter what. I get a professional to certify there are none before someone moves in. That might help me one time but not sure about over a long period. No doubt your tenant brought them in.

You could try a local company here who travels called Bell Environmental and they have a dog that sniffs them out and then they kill them by freezing with CO2 I think. --73.33.xxx.xxx

In Penna., in a multi unit the LL is always responsible for exterminating. In a single family unit, the lease can make the tenant responsible, look at what the lease states. --73.141.xxx.xxx

Dee,

I don't know your states law but look for a possible difference between single-family home versus multi family.

But in the end it's my property and it's my investment and it's my buildings reputation. If word gets out that there are bedbugs it will be tough to re-rent to anybody.

With that in mind we get busy and start treatment right away. We start by playing detective trying to find out what was recently brought into the home, then some close inspection. The bugs are usually easy to find when you know where to look. Then spray and dust, repeat every few days, several times.
