If the tenant wants a landline they pay to have it installed.

I have not checked recently, but I have always been required by state law to provide a phone jack. Whether the T decides to have phone service connected or not is up to the T.

We installed them in our rental cause we don't want tenants or phone co persons doing it drilling holes in the floor ect. Tenant let person from Cable co come and they tore my new carpet drilling hole in floor ... grr. --74.236.xxx.xxx |

I haven't had a tenant have landline service in years. I've done a few total rehabs the past two years and I removed phone lines and even the boxes outside. No one has even asked if there was landline service. The buildings where the lines are still there I haven't touched but if/when I do any type work near the lines and/or boxes they will go.
To answer your question - I cannot imagine in today's world a landline is "required" ... although some posters above say it is so that's probably a case of the law not catching up with technology.
Not sure who you would check with locally to find this out - here in Pennsylvania, I'd guess it would be the public utility commission. Maybe you have something equivalent. --72.70.xxx.xxx |

It depends if your area has a 911 call center (nearly every emergency service), if you have 911 each address needs to have one working phone jack, the responsibility after the outdoor box (demarkation, demark for short) is that of the owner, 2 reasons for this; 1) resident needs to have an emergency line when mobile towers are out - full or overloaded. 2) in the event radio comms are not good there is a plug in handset in the cab of emergency vehicles. --75.94.xxx.xxx |

When I do have a tenant who needs a landline run, and for whatever reason the preexisting ones don't work, the first one is on me, but if they want extra ones, it's on them. It usually runs about $50/hr + $7.50 to install phone jacks. If there are already working phone jacks, but not in the places where they want them, it's totally on them.
