In PA, I know that you cannot hold that "last months' rent" any longer than 1 year, if there is also a security deposit - PA only allows for the equivalent of one month's rent to be held beyond a year as a deposit, and they consider a last months' rent to be a deposit. What I've done is to apply the "last months' rent" amount to the 13th month of the rental agreement, after checking with the tenant (they always agree).

I'm not sure if the pet deposit can be kept beyond a year, as I don't accept pets. Possibly someone else will chime in. --71.185.xxx.xxx
