My application states, "Be advised that management will NOT: Rent to person(s) who misrepresents any information on their application(s).
Questions ask, "In the past 10 years have you ever occupied/ or had residence in any city and county other than Scott County Iowa?...If so, Where?....
Applicant left it blank.
If I were to deny her based on that,
(1) should I make her pay another app fee if she were to claim over-looking the question and were to correct it, or
(2)should I deny her all together without re-accepting another application from her.
If (2), how long would be fair for her to have to wait until we could even reconsider an app from her or should she be on a "black list" per se.
Any suggestions as well as a tactful way to put such a denial?
I know I'm asking a lot and I would greatly appreciate any suggestions good/or bad.

the way you are asking this question - you are looking for a reason to deny the application, if so you can make a general statement:
Due to incomplete application, your application has been rejected. For your application to be re-consider, another fully completed application with an application fee wil have to be resubmited.

We are located in a low-income neighborhood, I have dealt with her associates multiple times and each time have caused if not damages to property, but also criminal activity. I can see she still currently associates with the same group through social media.
If it wrong for me to try and look for a reason, or should I suck it up and give her the benefit of the doubt?

I would send her a letter with a copy of the application, to make a correction. This would show you gave a chance to correct her mistakes. And since it'll take time to get back, hopefully you find a more qualified and preferable tenant.

The main purpose of running a thorough credit check on all adult applicants is to check out every rental address which is on the credit reports. Often tenants will hide a eviction or rental address where they caused problems.
