A lot of municipalities lost property tax revenue when a lot of industries went over seas where wages and environmental laws don't exist. The municipalities see the rental housing providers as new source of tax revenue. The only problem as more rental housing providers would go out of business there suddenly is shortage of rental housing along with homeless problems. If one belongs to landlords association then fight the passing any bad law. Oh licensing fees benefit tenants when it drives up the rent which is a rent increase on the tenants. Governments will never have the resources to build the so called non-profit rental housing which never works. Here the government owned rental units are exempt from rent control. Is that the reason they call it the housing authority when a tenant gets a very large rent increase. --74.220.xxx.xxx

So... the township is going to track tenant convictions and forward them to the LL, so he knows when to evict? Or maybe the township will volunteer to do tenant screening?

A bond for damages? What damages? More than likely the only thing that could be damaged is the landlord's building. Bet the bond won't go for that.

The purpose of the law is sound, but what would make more sense is that the city would notify the landlord of a crime committed by the tenant and request the tenant's removal. They'd also have to have a fastpass way to evict for tenants deemed unruly by the city. Then you could fine if the landlord if they didn't comply.

Personally I'd like that. It holds the tenant accountable for wrongdoing and gives the landlord an easy way to remove them. --99.125.xxx.xxx

From what I just read it's a bond for landlords who are absentee or irresponsible and whose tenants have already been convicted of crimes in the area.

These are expensive little shore town rentals and are beautiful. Having a huge crowd of rowdy folks in the neighborhood would cause landlords who rent to family type tenants a big problem.

These seem to be short term rentals or 13 week summer rentals.

There is another side to every story.

It's five grand and if I had a nice upscale summer rental I would want this ordinance to keep out the animals. --73.33.xxx.xxx

My brother lives in Belmar NJ, nice shore town, slowly changing from rowdy college summer rentals to multi million dollar ocean front homes

behind his house next block is a rental where the owner doesn't care, fill it with college kids for the summer, try siting on your back porch having to watch college kids doing beer funnels from the second story porch or being wakened 3 am on Saturday night after the bars close because this weekend some of the renters invited friends for the weekend who want to party until morning

sure the police come, issue a noise summons, which may keep the quite for a week or so, but than starts right back up --69.141.xxx.xx

Personally, I wish my town would pass something like this. I've got a lovely SFH that I have trouble renting because a company in TEXAS bought a foreclosure and has rented it out, then sold it on land contract to a bunch of tenants who are criminals. They have ruined the neighborhood. Homeowners are leaving the neighborhood to get away from these loud, drug-using, white trash tenants.

This company in TEXAS knows nothing about the neighborhood (located in West Virginia, nearly 1300 miles away) and could not care less about our quality of life and how these people have disrupted the neighborhood. The police are called on a regular basis but it does not matter...the chaos continues. Right now, there are toddlers living there and no electric in the house. I will be calling Child Protective Services tomorrow to report this as the temperature is supposed to go below freezing tonight and I doubt there is heat in the house.

The people living there have been arrested in the past two years for a variety of offenses from drug dealing and heroin use to domestic violence to shoplifting. They have destroyed a nice middle class neighborhood by driving out the decent people. --173.218.xxx.xx

Jack and Kim, I understand your feelings, but there is a limit to which the government should be allowed in come in and dictate terms and unlawfully charge a landlord for conduct perpetrated by a tenant.

Anyone who has been in landlording for more than a few years, has been fooled by a tenant. Can you image if you were charged with the $5,000 bond they are proposing, every time you were fooled into renting to an unsavory tenant?

In addition (as was previously mentioned) laws in most cities and states highly favor tenant's rights over a landlords rights.

My local section-8 office is fooled all of the time into sponsoring bad and unruly tenants, and they'd never get a fine or have to post up to a $5,000 bond.

It should be very clear that this new law is simply wrong. --73.195.xxx.xxx

These Landlords are not being fooled, they know at the shore the real money is made wit the summer rental vs. year round, so they have no problems jamming as many college kids into a single family as possible in order to charge the rent they want

Now next town over, Spring Lake, a LL can charge 7K 15K per month in the summer and be picky but in Belmar with the small bungalows the only way to make the big money in the summer is jam as many college kids as you can in one of these rentals --69.141.xxx.xx
