Yes, it is. And a pet deposit can be in addition to the maximum security deposit allowed by MO law, which is an amount equal to two months rent.

However, in some markets (such as mine) it would be hard to find tenants who are interested in having to pay rent for their pet. --108.238.xxx.xxx

MO law regarding security deposit:

Section 535.300

535.300. 1. A landlord may not demand or receive a security deposit in excess of two months' rent.

Regarding pet rent:

I don't know of any law that specifically governs the charging of pet rent, and I have read the entire MO statues on land lords and tenants several times. It is common policy in my area to charge pet rent. It is my understanding that whatever agreement the land lord and tenant reach is what governs the deal. So nice to have freedom of the marketplace still respected in some areas of the country! --108.250.xxx.xxx

I read a little closer and #7 of 535.300 (last sentence) states

7. As used in this section, the term "security deposit" means any deposit of money or property, however denominated, which is furnished by a tenant to a landlord to secure the performance of any part of the rental agreement, including damages to the dwelling unit. THIS TERM DOES NOT INCLUDE ANY MONEY OR PROPERTY DENOMINATED AS A DEPOSIT FOR A PET ON THE PREMISES.
