My partner made the mistake of renting out a recently vacant house to a contractor who took it as-is. They were going to fix it up, paint the interior and do some up-grades, so long as we discount their rent during their entire tenancy. They did the demo work from day one but never seemed to have enough time to complete anything. So after two years they stopped paying rent and called the Building and Safety Department and complained, "This was the condition the landlords rents to us"! We got citations and violations and were ordered not to collect any more rent and to refund their entire last years rent money.
