I am going to be receiving a pay-off of about $30,000 in a few days. I am interested in suggestions of how to invest it.
I am not interested in buying any property at this point in my life (I turn 71 in a month).
If I could buy my granddaughters freedom with that, I would - but that isn't an option.

On the subject of your granddaughters, have you had any word? Another option that crossed my mind lately. Is there any way to have a US court declare your daughter to have sole custody since the father is not paying any support and hasn't seen them in X years? I already have a reasonable amount in highly liquid accounts (savings accounts that now are paying almost no interest at all) and don't really want more of that. I am thinking of something in between that and my pretty much non-liquid real estate.

Short-term, high interest, low risk(if such a thing) tax free muni bonds.
4% tax free muni is a good return. Cash/ Savings accounts stink (although, that's what i am heavy in). Safe, but, zero growth. Coming inflation actually makes it negative growth.

Yes, there is, provided that the children were present in the US at the time of filing. But I suggest that this would be the worst thing in the world for the children.
No matter what your opinion of S-I-L, the fact remains that the children still have TWO parents, and they may even love them both, in spite of everything that may have gone on. To get the children involved in conflicting court orders, in different countries, each court not recognizing the other's orders. Yichhh!
What a burden on the kids. What does it teach them about respect for law? Respect for parent-children responsibilities and relationships? Where do they belong (they will think), shouldn't problems be settled reasonably, what should I do when I get to be an adult and can't get what I want?
This is a good lesson in how not to Mother-in-law your kids' divorce. While we would all jump to the defense of our own when they are in trouble, the truth is that preserving the best relationship with your ex-child-in-law is vitally important, and now easily seen why. A good relationship with mother-in-law could give enough confidence to trust that the children would be returned after a visit, and a good relationship is necessary to try to work out problems and to convince a recalcitrant parent to see what is truly good for the children.
I have always kept that in mind when I think of my own son-in-law. I now see after 14 years that he really trusts me, respects my opinion, can depend on coming to me if he were in trouble, and can count on me to help, even if there were something like a divorce.
