Okay, I made a mistake of not properly registering to be a landlord in DC. I had a tenant who was month to month (ie lease expired and was renting month to month w/o a lease. And now he has not paid rent and has too many animals (2 cats and 5 rabbits) in the house.

I would like to know how I can evict them. I called the local landlord court and they said since I wasn't in compliance (not a registered landlord), I could not evict them unless I come into compliance. Any ideas what to do? Thanks and sorry I goofed up.

So, get into compliance ASAP. That means, register. Then evict immediately. Forget the animals, go on non-payment of rent.

Consult a lawyer

In majority of Jurisdiction that require some type of registration/CO in order to rent to residential tenants, if you do not meet the requirements you are prohibit by statute from charging rent

If the case in your area, not only would they owe you no rent during the time the unit was not in compliance, any rent collected during the time of non-compliance would be forfeited and order return to the tenant

There are strong penalties for non-compliance in regard to residential lease agreements
