I recently had the same problem in my four flat. It seems that a tenant was going in the basement to smoke and the smell was going up in to the first floor rear apartment. I simply sent an e-mail to all tenants stating that I had received a complaint and that I did not want to know who was responsible but that it needed to stop or I would be forced to close off access to the basement and laundry facilities. Make the building non-smoking as part of your lease...for all varieties of smoke. If you have a free standing garage make that non-smoking too. Tell your tenants it's for insurance purposes and the health of non-smoking tenants (allergies, etc.) State that any tenant or visitor who wants to smoke has to do it outside and not within 25 feet of any building...see how secure he feels in a corner of the yard lighting his weed. This is why I never went into multis. If not this issue there is always some other issue. You are not a cop nor their dad to control everyone's behaviour. People just can't get along. Everyone has a different schedule and soon there will be complaints about noise or other things. I would stay out of it. Tell your complaining tenant to go solve it themselves by knocking on the door and talking with the person causing the problem just like if they owned the place. Your job is to maintain the building and collect the rent period.
