A credit check is probably the best way, if you can run one. That should show all of the judgments entered against the applicant.
Second choice, your local courthouse probably has a website on which you can run a "Name Index" or a "Plaintiff-Defendant Index" or a "Party Index" or something like that. One of my local courts charges $4.50 for this service, but many courts have it for free.
Of course, if the applicant was evicted in some other court (usually, that means some other county), this info would not show up.
Third choice: Ask the applicant and believe whatever they tell you. Yeah, right!
