Most of my properties are in WI, although I live just acrosss the line in IL. It is illegal in WI to deduct routine carpet cleaning from the security deposit. However, there is an exception if the carpet is damaged beyond "normal wear and tear." There are specific things that can be deducted from the security deposit in WI. Anything extra has to be written up in a Nonstandard Rental Provisions document and each item must be listed and initialed by the tenant. Write the lease to say that the unit is to be left as it was when they moved in.
When they moved in the carpet was freshly cleaned. along with the property.
