At the top of this page are links to state laws. Your answer is going to found there or at your local court for what is allowed in your county.

Many COUNTIES have a COLA type limit.

Few apply this to new tenants after the old one has left.

Unless I have real changes that haven't been budgeted for... I seldom raise more than a token amount (+/- $25): A) it sets the tone that yes prices go up but B) it has always been hard to get more than a token amount.
