I would call TransUnion and ask for information about what that means.
The social security validation check was OK. That presumably means that you didn't do what I have sometimes done - misread a tenant's writing or make a typo.
I only making a wild guess here - maybe the person went through one of those clean up your credit programs that managed to wipe out their record.

Another wild guess: the social security number is that of a deceased person.
I would ask for documentation that shows the social security number connected with the person - maybe a pay stub or tax return. --64.12.xxx.xx |

If there is a ss there must be something, even with credit clean-up they can not wipe it out just produce account paid off and show zero balance. Get photo ID and copy of bank statement, call bank ask if this is real - use only last 4 of that number. --76.241.xxx.xxx |

If there's not a mistake or some willful deception going on, it could be the following:
How old are they? The very young may not have any credit at all.
Are they all cash? There are a few folks around who are all cash people. That means they cash the paycheck, pay cash for whatever, and therefore not have a history, some illegals fall into this category.
Have they been in jail for an extended period of time? Again, no ability to use credit from jail, therefore, no record.
Have they been or are they from overseas/out of the country? They may not have a history here, in a case like that, you rely heavily on the employer's screening. You can't get a work permit document without clearing some screening through both the US gov and the employer.

Try looking on casenet for Missouri. This is the public records search. It is simpler if they don't have a super common name, or if you have a middle initial.
You can learn quite a bit about someone on casenet.
Sometimes you can match the year of birth in the parties section of the court records. --205.188.xxx.xx |
