I'm very new to being a landlord. Here's my question. I just hand tenants move into a house about a month ago. Now they want to turn the gas on for the heat pump. The gas company says that since it has been so long (7 years) since the gas has been turned on, the gas lines need to be pressure tested. Here's the question:

The tenants are responsible for their utilities as per the rental agreement. Does pressure testing fall under the category of a utility expense, or am I responsible for the pressure test? --69.27.xx.x

Seven years? Was the place empty all that time? I'm having a hard time understanding that long of a lag in use.

Here in the cleveland area 2 gas utilities each do this but will not repair anything as part of service start/name change, they have to read the meter and it does not take long for the people with the test kit, my electronic probe cost just under 400bux, but I also like my 200bux pump when I can not get the pipework charged up. the test should cost about 50bux from a competent plumber, don't start laughing at that last description, there are some everywhere and they are the busy ones. --76.241.xxx.xx

In my area, an owner can do it if the place is vacant. But, if not, you have to have a licensed plumber. That means that in my area it can cost several hundred dollars. --64.12.xxx.x

And, to add on, it definitely is your expense, not the tenant. The only time it would be appropriate to bill a tenant for this is if the reason the test was required was because they had their gas service off for a long time during their occupancy. Here a test sometimes is required after 6 months without service. --64.12.xxx.x

Awesome...I don't have a problem paying, just making sure from you experienced folks...i just don't want to get "walked on" early on...so am i reading correctly that a plumber tests the gas lines??? --69.27.xx.x

Someone with a mechanical gas license (typically a plumber, but could be an HVAC company) tests the lines. This is on your dime as the house cannot be rented without a working heating system.

BTW, heatpumps do not use gas. Perhaps you have a gas package unit?

If it has gone 7 years without being run, you need a qualified HVAC tech to check the unit on startup. If the heat exchanger has rusted out, you could potentially kill the tenants with CO (carbon monoxide). Don't mess around with this, make sure it is right.
