In many areas you aren't allowed to do that. Is there a way you can separate the gas? It will be nothing but trouble if you don't.

Options for water (I don't know about gas): (1) factor the water cost into the rent, hope you plugged in enough (this is what I'm doing on two rentals); (2) have private meter(s) installed by plumber. You pay water company and you bill tenants based upon metered usage. If possible, meter only one unit and compute what other unit draws by subtracting metered unit usage from building usage. This may require changes in piping. (3) Replumb duplex so there are two meters on the street, one for each unit. I see this as the most expensive option but most straight forward on assigning costs. --207.200.xxx.x

One needs to have heating contractor install a second gas meter then install separate water heaters along with separate heating boilers or furnaces for each rental unit. Another option is install Rinnai wall mounted heaters in each rental unit then take out the boiler or furnace. --216.209.xxx.xxx
