The heat required for apartments is a minimum level not a maximum level. Each town or city will have a local bylaw minimum requirement for heat. For example the town where the apartment building is located the minimum temperature during the heating season is 21 degrees celsius or 70F all the time. A lot of smaller apartment buildings here the heat is separated out where the tenant pays and controls the amount of heat needed for the apartment. The tenant can then set the heat to what ever level they require. One is not required to provide cooling for apartments.
