Typically file an appeal with your county's Tax Assessors office.
In my county notification of an increase in the value of a property is sent out in the spring. This notification includes the time limit one has to appeal this value.
We appealed on one of our properties; not sure when we'll hear from the Tax Assessors office as we were one of 600 folks who appealed their notification.

Many counties have specific times that appeals must be submitted. Look at your tax bill and it will have the information to get started. --68.111.xxx.xx |

In addition to what was already stated, you must build a case to support your fight. Get comps of simular properties within a specified period of time. Usually it may be one or two years. Also, insure the accuracy of the most recent property tax assessment. Try to build a case to make your property appear worthless.
