A "service" DOG (cats are never "service" animals) is especially trained and certified. They are for MAJOR impairments like blind, wheelchair bound, parapeligic. No proof of certification--no special accommodation.

Then there is a "comfort" animals. These are animals that are companions to people who cannot deal with life for some reason(usually mental) and the pet comforts them, keeps them calm, gives them something to lean on. Even with a psycholist's or medical doctor's letter of request, you do NOT HAVE to take these PETS. If you take them (and the tenant with them) they will have to pay all the required payments and follow all the rules like any regular pet. --140.140.xx.x

Thanks so much for these insights -- the potential tenant has clarified that she and her partner have one "retired" service dog and one "in training" service dog -- i.e. pets, and they are welcome in my property with the usual deposits and monthly fees.
