State Specific Question About: OREGON (OR)
A former tenant left his partially wrecked vehicle in the property parking lot when he moved out, and he doesn't intend to remove it. I want to have it towed away, but I don't want to pay for the tow and storage fees. I don't have the keys, title, etc. What are my options?

Code enforcement officer will cite YOU, not the owner since it's on your property. Cops may not want to get involved since it's on private property. I'd chain it and drag it to the street and leave it parked SAFELY out of traffic. The cops will find it and go after the owner since it's now on public property.

I dont' know Oregon law, but in Texas we can have it towed. The car is held by the tow company until the towing bill is paid. After 'x' number of days the towing company can apply for title and sell the car to cover costs. --76.196.x.xx |

Just a comment... Many tow companies don't want to get stuck with a junker as it may be in this scenairo. It was stated in the opening post the car is a partial wreck. It is not worth the time and effort for a tow company to file for title on a junk car which is worth next to nothing.
In my past life time I owned and ran a tow company in my town. We did police towing and got stuck with many junkers from losers that had no money to pay tow and storage and their cars were worth crap. When we get called to tow a car from the police, we have no choice but to do it whereas when a property owner calls requesting a tow of an abondon vehicle on private property we turn it down.
When we get stuck with a junker from a police tow, after 30 days as required by law we applied and got titles so we could immediately tow the cars to the scrap yard for $40.00. Not worth out time and trouble.

If tenant moved out - did you not get a fowarding address?
You kept his security money - I hope - so you now have his money to take care of this situation
In the past I had this happen to me when someone rented a garage from me - they striped the car down and left it as junk
I went to court and got the eviction
I then hired a tow truck Company telling them the whole story & how I wanted it towed to his residenceand at 3am in the morning
Yes it was towed and paid for by his money and put in his driveway blocking two other vehicals at 3am

Thanks, guys! You've given me lots of suggestions, so I'll follow up on them as they best apply. It sounds like I should call a tow company and the city first to get information from them about their policies, regulations, etc. regarding abandoned vehicles like this one.
Sean, the property is in Milwaukie, Clackamas County.
Here's some more information for you: The guy's a loser (sadly), so he's not going to pay any costs unless he's forced to do so. I do have his security deposit, but I need it for other problems he's caused. His forwarding address is bogus--imagine that! Too bad his car couldn't show up in his driveway at 3:00 in the morning like Dave did! I am in contact with his sister, and she's willing to help, but we wanted to get some expert opinion (from you!) before we started the process.
